My ASINs are under review for consumer button batteries. I uploaded the review documents, but Amazon has not processed them for several months. I want to know when Amazon will process my case?

Recently, my product received a compliance review for "Consumer Button Cell Battery". My product is a power bank and uses 18650 batteries. I explained this issue to the official more than once and tried to provide product pictures and internal structure diagrams. Fortunately, I passed the review once, but unfortunately, I received the same review again a few days ago, and this time I couldn't pass no matter how I appealed. I really want to know how can I provide the so-called certification documents that my product does not contain button batteries? This is really troubling.

Why is Amazon requiring compliance documents for button cell or coin batteries, that the Code of Federal Regulation does require, for pre 2023 product manufacturing dates? I submitted an appeal for an ASIN, with proof of manufactured from 2004-2012 and it was rejected.

Amazon's policy states

"We require that all consumer products with button cell or coin batteries that fall under 16 CFR Part 1263 have been tested to and comply with the regulations, standards, and requirements listed below..."

However 16 CFR PART § 1263.1 Scope, purpose, effective date, and exemption.

(b) Effective date. Except as provided in paragraph (c) of this section, the effective date of § 1263.3 is October 23, 2023. Packages of button cell or coin batteries manufactured or imported after September 21, 2024, must meet the labeling requirements for battery packaging in § 1263.4.

The earliest regulations 16 CFR § 1700.15 for button cell and coin battery that applies, is for Products manufactured or imported after February 12, 2023.
