Effective immediately, if you sell consumer products that contain button cell or coin batteries you must provide the following documents to ensure compliance:
Previously, Reese’s Law only applied to button cell or coin batteries themselves. In the interest of safety, the law now applies to the batteries and all consumer products that contain them.
We will suppress listings if valid compliance documents are not provided.

This is going to affect buyers as well as sellers since part of the law says:
“batteries must be secured in one of two ways: a tool such as a screwdriver is required to open the compartment, or opening the compartment requires at least two independent and simultaneous actions.”

How is Amazon handling this exemption?
From ecfr.gov: Exemption for toy products. Any object designed, manufactured, or marketed as a plaything for children under 14 years of age that is in compliance with the battery accessibility and labeling requirements of 16 CFR part 1250 is exempt from the requirements of this part.
This is insane. The Amazon bots have gone through and flagged a ton of listings for products that use a 9v battery, and not a button cell or coin battery. When disputing it with Amazon support, they reject the appeal and ask for compliance documents that aren't applicable to the product.
If I am understanding correctly, a battery compartment that requires a screwdriver to unscrew the screws meets the definition of child resistant so it sounds like all that would be needed is a warning sticker. In typical Amazon fashion, their explanations here are as clear as mud.
Many of our listings have been flagged for compliance requirements. (45 so far) The required dates for providing the compliance documents, packaging images and lab test results are predominantly April 22nd (This upcoming Monday) or May 15-16th (1 month from now)
These notifications have all come in the last 24 hours.
We have contacted the various manufacturers asking for the required documents, images and lab reports. They cannot provide them.
We cannot repackage and label all our products and submit them all for approved lab testing to meet requirements in this timeframe. This would possibly take months to a year for the ISO lab testing of over 45+ separate products, not to mention repackaging and labelling of thousands of units.
The sheer cost of this endeavor is incalculable at this point.
We try to keep up to date on all import, selling and required compliancy laws and this is the first notice we have received regarding this. 1 week to a month notice ensures the majority of our listings will certainly be suppressed.

If the same product is listed from Amazon and THEY are selling the same UPS, why do I have to submit the same info? If the information is provided per ASIN, then if why do multiple people need to provide the same information?
My 39 new compliance requirements are all also being sold and fulfilled by amazon.

How can we make a appeal in this situation for wristwatches In accordance with ANSI/UL 4200A which states :
Battery compartments that use screws or similar fasteners must use captive screws/fasteners except when the battery is only accessible through the removal of multiple enclosures or panels using a tool, or the product is only to be opened by a professional service center.
