Read onlyWe Keep getting hit for late shipment rate becuase the expected ship times in (UTC Time) are during a period when we are closed.
We are shipping on the correct date, just not hitting the 3 am window amazon wants because we are not a 24/7 facility. Have spoken to account heath reps multiple times and explain the issue but it seems like they are unable or unwilling to do anything about it.
Any recommendations form anyone who may have had similar issues with the UTC time? We are on the east coast.

What is your cut off time? What is your default shipping/handling time?
We had the same thing happen to us. Also something changed in the system that said our max shipments a day was 1.
We were on the phone with support.
They had us go into setting.
Shipment settings.
Then you will see shipment Templates.
Next to it is GENERAL Shipping Settings.
Then go to Order Fullment Settings.
Edit it.
We changed our cut off time to early in the day. Handling time 1 day and then save.
That solved all of our problems.

I understand you have recently seen a rise in late shipmentsand, thus, your late shipment rate is higher than the target percentage.
The late shipment rate (LSR) represents orders ship confirmed after the expected ship date as a percentage of total orders. LSR only applies to seller-fulfilled orders. This is set so sellers can monitor how their shipping performance is trending over both a 10-day and 30-day period. All sellers should aim to maintain an LSR of less than 4% for both time frames.
You will want to compare the ship-by time (UTC) on the orders to your current timezone. For example, EDT is 4 hours behind UTC. If you are seeing the time of 3AM UTC, then you will need to ensure your packages are shipped and confirmed prior to 11PM EDT.
I can understand your business does not operate on a 24/7 basis; however, I do think there are areas of opportunities for changes in your shipping methods here. Are you dropping the packages off at the shipping facility or are they being picked up from your business? Is this potentially impacting the confirmation time of the shipments? Are there any alternative methods you can utilize in this case?
As @Seller_OvL8C4BJWiuS9 has mentioned, adjusting your order cut-off times and default handling time could also assist here. Even updating your order handling capacy could improve the situation.
I also suggest checking to see if you do or do not have automated handling time (AHT) enabled, as there has been a recent update where all seller's AHT was updated automatically if it was enabled.

I would venture to say 99.9% of us are not 24/7 facilities. Sounds like you need to add a day to your handling times until you figure this out. And still ship right away.
This is because Amazon knows how to run our businesses better than we do. They recently changed my shipping settings to automated and decided that because I usually ship the day of purchase or the next day that every item I sell should be changed to next day, including custom items that take 5 days to make.
Go into your shipping settings and shut off automated shipping and then check what time your cutoff time is on your templates and make sure your templates are assigned. This would be about the 5th time Amazon has done this to me in the past year.
Then when I can't ship the next day depending on the day and workload I get dinged for late shipment, and if I want to be protected under Amazon shipping I am forced to use an expedited method or purchase standard outside of Amazon. Nothing like having to pay $75 to ship a product worth $25 that normally costs $4.28 to ship....
Found the Issue. Amazon has a glitch, and is setting handling times to (0) on the Standard Shipping. Keep in Mind the Expedited and Priority are all the same (they are still correct), here is screen shot below, depending on what you have for Handling Time - its been set to Zero by Amazon AI, which make absolutely (no) sense.. at all ! (I wouldn't be complaining if it was for Expedited Shipping) - but Free Standard Shipping ?? (Our Default is set to a (2- Day Handling for Everything ) ** in our shipping preferences! Default is Default, Amazon simply needs to fix this error. (Sellers jump thru every hoop) but this one is not jump able. They have a Matrix and this is fine, but it needs to be fixed, because even Amazon themselves cannot get the items out within (3 business hours) on same day.
Same Issue. AMAZON keeps pushing automated Handilg when their AI set the time based on past shipments, but it keeps screwing up on weekends and Holidays. Hor it sets a ship time of 4AM when I know my post man isn't going to be picking up. Had to go in and turn it all off...
