It is true that there can be some delay when creating such discounts. This Prime Exclusive Discount FAQ advises in most cases, 2 hours is a good expectation, but it can take up to 24 hours for everything to sync across Amazon systems, if the discount meets the eligibility criteria.
For this reason, our teams will emphasize the importance of planning out the discounts to be offered, in case a discount cannot be pushed live immediately.
If you continue to experience such latency, it may be beneficial to complete standard troubleshooting tasks like clearing cache and cookies, or attempting via a different browser (Seller Central sometimes seems to like Firefox best), or create a case with seller support for more personalized guidance!
