Changes to Amazon Inbound Shipping charges eligibility

Did Amazon change eligibility for no Inbound shipping charges. Been placing orders for since Inbound charges and I have always had option to ship to several locatoins to avoid charges - now stated not eligibly due to This shipping plan does not qualify for the Amazon-optimized shipment splits option. For your shipment to be eligible for an Amazon-optimized option, you must send at least five cartons or pallets of each item in your shipping plan. Each carton or pallet must contain the same quantity per item and same item mix to qualify
