A customer refused delivery of a package and it was returned to us without any return request. We are trying to issue a refund minus the return shipping cost but the system only allows full or up to 50% refund to be issued. Since there is no return request we cannot use any other method. What can we do?

How was it sent and returned? If it was sent with the USPS there is no charge for a refused package (unless it was sent Media Mail).
I think it might be possible to do this with the Adjustments Template, which you can read about here, but I could be wrong.
