Listings that have been shutdown/removed, are not available for edit by the seller. However, the process in resolving content issues in a listing that is shutdown/removed is often like the question "Which comes first, the chicken or the egg".
You speak with Account Health, who states you have to edit the listing to resolve the violation. You try to then edit the listing, only to find that you cannot or you can, but the edits don't update to the product detail page. Amazon became so big that the right hand does not know what the left hand is doing.
We had the same issue. A listing was deactivated for a word that Amazon claimed to refer to a restricted product. We were told to edit the listing and remove the dirty word. But we couldn't edit because the listing was deactivated.
We ended up deleting the listing and created a new listing without the offensive word.
Yes, Amazon saying do what is not possible
Just use a flat file and reference the Batch ID to show that it has been updated on your end. Also, when listings are down you can edit and save, which also shows you are trying to make the change.
You can also call catalog and ask them to remove the prohibited word from your listing.
Then you have to keep saying that over and over on the appeals until someone looks at it.
@Seller_8sP6ffckcRn6v If you do that and their bots catch wind of it, they will deactivate your account thinking you are relisting prohibited products. Better to just spend the time fixing the ASIN you already have than risk your account becoming deactivated.
Basically they don't want the listing on their site any longer.
Dealing with the same thing right now! They screwed up an hit a product for a policy violation, then wont accept the proof that it was their screw up. @#$#!

Yep, same here. 38 products violations out of nowhere (been selling these for years without any problems). Account Health keep rejecting all LOAs with no explanation. The system doesn't allow me to edit either to change the listings to what they want. No solution in sight.
