We have reviewed the store's performance and policy on receiving recommended quotes and we have found that we are eligible to receive recommended quotes. However, we noticed that none of the items in the store are currently receiving recommended offers, which left us a bit confused.
We value the opportunity to receive referral quotes as it is vital to the growth of our business. We hope to be able to resume recommended quotations for store products in a timely manner so that we can better serve our customers and improve sales performance.

Do you have a link to a helppage explaining what this is?
Amazon is not an offer site -- it's a buy it or don't buy it site.
If you wonder why you don't have a buy box, there may be many reasons.
If you do not currently have that column on your Manage Inventory page -- add it. You will then at least be able to tell if you are eligible for buy box.
However being eligible is no guarantee of having the buy box.

There are many factors that go into the determination of this, and not all those factors are shared, even internally. You can use the tool on this help page to determine if your offers are eligible to be the featured offer, and follow these best practices to best position your listings.
