ODR more than 1%, lost advertising campaign eligibility

My Amazon store received a negative feedback in February, but I refunded the customer as soon as possible to protect their rights and interests. We have changed our transportation process to improve the service, but now it is late March, and my store still loses the qualification of advertising activities and cannot sell products, which means that I cannot improve the store problem. I need to be able to advertise. If we can't sell, how can we improve and prove that we've made the necessary changes? The ODR will drop off after 60 days. It counts backwards to 60 days and each day the oldest date drops off. So you need to figure out when 60 days will be up and you should be good to go.
