Amazon shows my inventory as delivered but received 0 units of 21

a month ago a sent a shipment out with 21 units and then what happened was that the units showed as delivered but Amazon received 0 units and the shipment was just closed.I sent out the documents and invoices but Amazon keeps on denying the documents and they won’t give me the reimbursement.
