GTIN exemption application option not appearing

I am trying to apply for a GTIN exemption but when I input my brand name (which is registered with USPTO and has been approved by Amazon brand registry) and select "I don't have a Product ID," a red box at the bottom shows up saying "UPC exemption not approved." The products I wish to sell are my own and have my brand permanently affixed on them and the packaging, and are not otherwise sold on Amazon, and therefore do not have GTIN codes. So, it is my understanding that I should be able to apply for a GTIN exemption for them. Is that not the case? Has anyone else encountered this issue and been able to resolve it? Any help would be greatly appreciated. So far Seller Partner Support has not been of much use.

I am not sure, but I can help you get some answers to your questions.

On the main page in the upper right hand corner is the word "Help"

The drop down should say "Get help & Resources" Click that.

The next page will have a "Support Tools" Box, Click on the "Articles"

Type in GTIN Exemption, & and it will give you information regarding the GTIN Exemption. Hopefully you can find answers to your specific situation. I hope this helps a little, best of luck!
