Buyer faulted returns causing us huge adjustment shipping fees

We have had endless buyer faulted returns that leave us with huge shipping adjustment fees. Amazon has to do something about this. These are not ever refunded with safe-t claims. It’s to the point of ridiculousness now. We get a buyer faulted return of a $30 book and get hit with a $33 shipping adjustment because the buyer no longer wants the item. We ship ourselves and do not offer free returns. I’ve complained about this over and over and none of the Amazon departments will do anything about it. This order 113-7186141-0634662 was the most recent. It was a $17.97 adjustment cost. Not only that loss but safe-t claim refuses to refund even the initial $3.99 shipping. These type issues happen multiple times a week. Can a mod explain how this is fair?
