Selling application for Catalog Authorization
Hi,
When filling out this application and providing UPCs and images of the product in the application, who ACTUALLY reviews the application? Amazon or the Administrator of the Brand through Brand Registry?

The first round is likely a bot. Amazon uses them for just about everything.

In general Amazon doesn't provide any details on the review process for any application for a category, brand, or individual product so I won't be able to provide further details. I can indicate that processes can vary between different Brands and Categories. You can review the expectations for applying to sell a product in this video.
However, if you have a relationship with the Brand you can work with the brand and request that the Rights Owner provide the selling benefits of their brand directly via the Brand Registry site.
