I have been charged a low inventory fee despite having inventory for that SKU in receiving status for many weeks. Those units have never been received. I have opened a case and hopefully, Amazon will reimburse the lost units. This was an AWD to FBA shipment.
I remember when the low inventory fee was introduced, it was promised that it would not be imposed if the low inventory was due to an error made by Amazon. This is clearly such a case. So my question is, how do I request Amazon to reimburse the low inventory fees I have been charged erroneously?

Low-inventory-level fees incurred due to excessive inbounding and processing times caused by Amazon or Amazon-managed services will be credited back to you by the 15th day of the following month. For example, May charges with excessive inbound delays will be credited back by June 15.
