For a FBM sale, I don’t think so… but I just did a test buy and the seller is from europe, and they just put in garbage “bubble_mailer” as the tracking number to me. I haven’t found any solid info yet on if a tracking number is required.

Yes they are, unless you apply for exemption.
its odd how amazon requires us sellers to provide delivery confirmation tracking but they don’t accept it as proof of delivery. thats a stumper
