Account Marked Inactive, But Have Updated Charge Method and NO LUCK

My account was marked inactive, due to my charge method. When I received a new card I updated it on the site, but it is still saying it can not charge the charge method. I have entered the card as new and replaced it multiple times and still no luck. Because my account is marked inactive when I go to the help menu to get assistance it keeps showing me the "account inactive" page and will not allow me to get support. Does anyone know how you get support when it won't let you access help??? Thank you!

It must be a true credit card -- not a debit card.

If this is a credit card -- enter it first on the buyer side. After a bit of time has passed, select that card from the seller side.

And -- from the buyer side -- it might help to buy something. Use the card so the bots see it working.
