Because Amazon is a maze of broken links and conflicting information in their posts.
One BOT rejected a RECEIPT while another BOT accepted one from a different store. You got lucky on one (so far) but submitting receipts these days is playing Russian Roulette with your account and even Amazon will tell you that.

Could also be the fact that the item you purchased at Sam's Club is very likely different from the item purchased at Target. Walmart/Sam's is infamous for pressuring brands to sell to them so cheaply that items will be specially produced just for them, usually with lower quality; but the packaging often does not reflect the fact that you are buying a different item.
