I believe what you are asking is why is your OTDR is so low.

Biz_Is_Better_854, are you signed up for SSA shipping services by Amazon, Amazon's automated handling time and are you shipping using Amazon's buy shipping or a method that they have stated will provide the same protection has Amazon's buy shipping?

If you are not setup for all three of these, then they will not protect you. You can ship the method they state, but if it does not arrive on time and you are not doing all three, from what I understand you will not get this protection.

Some additional details about this fairly new metric:

On the OTDR report, you will see the “Deliver by” date without promise extensions, which is calculated using the Handling Time and Transit Time you have configured on your account. You can utilize this report to identify which of your shipments arrived after the date you configured in your account by looking at the ones with on-time delivery without promise extensions.

If your shipment arrives after the promised delivery date, it will count as a late delivery and will impact your on-time delivery rate (OTDR), unless you have Automated Handling Time (AHT) enabled on your account, the shipped item is assigned to a Shipping Template with Shipping Settings Automation (SSA) enabled, and you shipped using an "OTDR Protected" label from Amazon Buy Shipping. Using all three of these tools together should ensure your package arrives on time. And if it doesn't, your OTDR won't be negatively impacted because Amazon made calculations on your behalf that affect OTDR.

To keep a healthy on-time delivery rate without promise extensions we recommend following these tips:

• Review your on-time delivery rate without promise extensions metric on your Account Health Dashboard. You can also download a report of which orders were delivered after the delivery date without promise extensions.

• Review the “Deliver by” date for every order, this corresponds to the expected delivery date without promise extensions. Note that the actual delivery date that customers see may be longer because of promise extensions.

• If you are a Professional Seller, use Automated Handling Time (AHT) to set accurate Handling Time per SKU based on how long it has taken you historically to hand off each SKU to carriers. Additionally, with AHT enabled, your seller-fulfilled listings will not be deactivated if your Late Shipment Rate (LSR) does not meet the LSR Policy requirement.

• If you are a Professional Seller, enable Shipping Settings Automation (SSA), which sets accurate delivery dates for your orders by automatically calculating Transit Times of your preferred ship methods from your warehouse to each customers' location.

• Select a ship method with a high reliability to deliver your order on time. You can also use Amazon Buy Shipping to purchase shipping labels that have been identified to have a high reliability for On-time delivery based on Amazon’s data from millions of shipments. These ship methods have a shield icon next to them, marked as “OTDR Protected”. You can use Amazon Buy Shipping through the Manage Orders page in Seller Central, Shipping API, Veeqo, or selected multi-channel integrators with access to Amazon Buy Shipping. To learn more about purchasing OTDR protected shipping labels, visit Amazon Buy Shipping.

You can manually adjust your Transit Time and Handling Time settings, or you can get help managing your delivery dates using the tools we’ve provided. We designed these tools to set accurate delivery dates, reduce late deliveries, and to meet or exceed the minimum OTDR requirement, and because Amazon is making calculations on your behalf that affect OTDR, you will not be held responsible for late deliveries if you use all three tools.

For more information about Shipping Settings Automation (SSA), Automated Handling Time (AHT), Amazon Buy Shipping, and OTDR protected shipping labels, go to: Shipping Settings Automation

If you confirm all your settings are correct and still have questions, please provide a Performance notification or Case ID for specifics concerning your account.

I look forward to your response. Thank you for reaching out on the forums.
