-logout from your seller central
-restart the computer
-reopen the browser and login to seller central
Once you have attempted the above steps and you are still receiving the same error, check if you are logged in as the administrator user. You can find this by going to setting and selecting user permissions. You must be logged in under the admin user to complete the identity verification.

I see that after you have attempted the troubleshooting steps, you are still facing the same error.
From your original screenshot, when you click on the "start verification" or "identity verification", you will be brought to the next page to confirm information about your account. Before you hit submit for verification at the bottom, is there any information you are asked to update? Are there any boxes to click on or items that need attention?
Typically, you will receive the error if all information requested, has not been provided. Once you have reviewed and checked this information, if you still are receiving an error please respond here so we can take a deeper look.
