Its usually because they linked the same bank account or used the same credit card, etc.

Amazon uses multiple undisclosed factors to determine suspicious activity that would lead to account restrictions or suspension (detection bots that operate in the backend). IP address is 100% one of those factors, but it's almost certain, that your device ID (which is static assuming you are using the same computer to log in) is another factor.
For example:
I took my personal computer to travel (both crossing the state line and internationally). I have used hotel and airport internet, and that COULD in theory result in a suspicious flag in Amazon's system IF they only used IP address as the only factor to make the determination.
I use it in California without any issue.
I'm one of those "beta Starlink users", 4 years of Starlink usage, but I never had any issues on Amazon because of the Internet service provider.
To my knowledge, most internet providers use dynamic IPs already. Within your home, between your equipment and router, those IP addresses are generally static, but from the modem to your internet provider, they are generally dynamic. This was set in place some time ago to reduce the capacity for malicious individuals to access your computer, plant a p**n site and simply direct people to your ip and directory ... or something like that.
