I see you are very confused about Related Accounts. I truly would like to help you better understand.
First of all, you CAN'T keep creating accounts when your previous account is deactivated. You MUST fix the Account Health Problem from the original account first. If you have an account that had been deactivated for a violation, that has to be corrected.
Please review: Comply with Amazon’s Multiple Account policy and Address a Multiple Account Policy violation
You also may not close an account that is deactivated for a violation. Every time you create a new account, when you have an older account with a deactivation due to a violation, the new account will be deactivated.
