These are the steps I did to get my account active again. I don't know if it was just coincidental but it's worth a try because it worked immediately for me.

1. Use mobile phone (not desktop) and chrome browser to login to the account.

2. Put all affected inactive shops in vacation mode. Click "Continue" on the Inactive Account message (*see image).

3. Update credit card information for all inactive shops that were affected originally.

4. Go back to settings take your affected shops out of vacation mode.

This process worked for me. It was not working via computer browser's, only on mobile phone using chrome browser.

Please do let me know if you still are facing issues. From what I can tell your selling application has been approved which you can find in Seller Central by going to 'Catalog' --> 'View Selling Applications". May need another day for this to go through completely and remove inactive status.
