At this point I have called amazon support 4 times, I got 4 "We understand that you are requesting a subscription fee refund. We’ve reviewed your request and submitted it for our expert’s review.
You will receive the outcome via email, and it can take up to 48 hours to process the request"
and I got 4 emails after each email above saying “We understand that you are requesting a subscription fee refund. Your request has been declined because you have not been charged a subscription fee in the last 90 days.”
the last 2 requests were supposedly being done manually and were going to be looked at by “humans”
I created my account yesterday and from what I was told and read I shouldn’t be charged anything until I list an item. I also downgraded my account from professional to individual for the time being to “test the waters” from what i understand being as a individual seller I will get charged .99 cents and itnce sold and that’s it.
so why is amazon constantly declining my refund? It is on my bank account as a charge and also shows on amazon seller account as a charge as well?

You have been misinformed. You must first fully activate your account. You can then downgrade your account to individual. And then you can request a refund. Amazon may or may not grant it.
You had the option to start with a free account.
