Promotions without sales history
I'm trying to use Percentage Off promotion to the group of items that we sell.
ex. Buy 4 get 25% Off
But some of them have sales history and some are not.
Is there any criteria for eligibility of this promotion?

In order to create a promotion, an ASIN must have a list price as well as a reference price. For context, the List Price you provide should represent the price at which you, or other retailers or sellers, have recently made or intend to make substantial sales of the product in question.
