how does one file a claim for lost UPS when purchased through amazon for incoming FBA

Seems impossible to file a claim when UPS purchased shipping through amazon seller for incoming FBA is lost. I make multiple shipments a week to replenish my FBA inventory. I have had a few shipments recently that show on the tracking as package destroyed. Does anyone know the proper procedure to get reimbursed for these losses? When I try to make a claim through UPS (on my account) I get nowhere because I am not amazon -- and saying I am a channel shipper doesn't work. When I ask amazon to get involved I am told they can do nothing until the shipment is closed (which takes forever when the packages are lost) even though amazon can see the same tracking as I see and it is obvious the packages are never going to show up . Further UPS has a 60 day window to file a claim. Why is it so hard (impossible) to get a refund for an obvious lost package?
