According to the help page about subscription fees (https://sellercentral.amazon.com/help/hub/reference/G67WTAUHB9TQ9M6U), North America is treated as one region, and with merged accounts, you should only pay one subscription fee for the entire region. Section: 'I sell across multiple countries and regions, how is my subscription fee charged?'
The fact that you're being charged separate fees for US and Canada suggests your accounts aren't merged. You can verify this in the store switcher at the top of your Seller Central page.
Since you opened a refund case (ID: 16543346061), you might want to check if you submitted it through your Canadian account, as this could affect how the refund request is processed.

I see that case 16543346061 was closed back in October, I can escalate the fee refund request on my end to my partner team for review, however I need you to create a new case as we need one thats not resolved. You can share the ID here once you have so that I can take it from there.
