That happens if you "take over" or "buy" an account. To log in as primary user you have to be the one who created the account and to be the owner of the related email address.
Yes, I know, you will tell me now that you didn't buy this account.... In this case you have to find out "in your team" WHO created that account and with what email address. Then this person can give you an user permission which allows you to do almost everything - except of changing the "Deposit Method".... So, the money will always go somewhere else.
