I’m new to amazon seller central, therefore working on three marketplaces is hard for me, so I would like to keep active USA Amazon Market Place and cancel Mexico and Canda Amazon Market places. kindly help me with this.

You can go on Vacation (setting to Inactive unused Marketplaces) for CA and MX, which is recommended as a first step, but that might not prevent offer/listing creation (and thus charges if that is your concern) in those Markets in some cases.
There has been an issue where Selling Individually accounts have had Amazon create offers/listings on CA and MX (which requires a Selling Professionally account) and then been charged the monthly fee because of those listings. NOTE: The monthly fee is split between the 3 markets.
My advice is to set MX and CA to Inactive (link to Vacation Settings in Account Info), and then to fix a possible issue in “Build International Listings” created when one registers through the Global Portal.
Address “Build International Listings” possible issues caused through registration.
Going through this for registration may be causing an unnoticeable issue. It seems that using this link instead of a .com specific link creates a linking and creation of offers/listings from .com (US) to the CA and MX Marketplaces.
I suspect that this page was set up unknowingly, or without understanding it’s full extent.
