I ship FBM from Canada and use a company called Chit Chats to take my packages across the border for me and ship USPS. It is much cheaper than any Canadian shipping options.
Recently Chit Chats was named a Shipping Partner with USPS. So when my package is handed over to Chit Chats the tracking updates like this “December 14, 2018, 8:18 pm
Arrived Shipping Partner Facility, USPS Awaiting Item
BLAINE, WA 98230
Your item arrived at a shipping partner facility at 8:18 pm on December 14, 2018 in BLAINE, WA 98230. This does not indicate receipt by the USPS or the actual mailing date.”
Can I mark my package as shipped at this time? I don’t want to get in trouble from Amazon. The label is on it, it’s at the shipping partner facility, I have the tracking #…

Me thinks you should have marked it shipped the moment it left you hot little hands. I may be uninformed so someone correct me.
…but it DOES indicate that YOU have shipped, would be my understanding, especially because you do have this:
I think it might be the same as when we drop off UPS and USPS packages at The UPS Store–although I use Buy Shipping (which I know you cannot), so it says “shipped” when the label is printed.
On the few rare occasions when we have not used Buy Shipping, we do “Confirm Shipment” as soon as possible after “the moment it left my hot little hands” (@old_marine ), even it was just drop off at The UPS Store for USPS. I think that’s similar to your scenario.
Someone will vigorously correct here if this is inaccurate or a violation.
There should be no question as to whether you can mark it as shipped, that scan is in the USPS system.
It is just like Smartpost and other hybrid services.
Were they not partnered, it could be an issue because the first scan might be delayed.
I would agree with the other comments. If the carrier has it in possession, no matter who it is, it’s shipped in my opinion. We have “smart post” which can use multiple carriers, a similar process I guess.

Once you hand it off, it’s shipped.
