Requested refund on label that was not used, but rejected because "item is in the mailstream"

I accidentally printed a shipping label with the wrong dimensions. I requested a refund and reprinted the label with the correct dimensions. Now I received an email from Amazon stating:

"USPS has rejected the postage refund you requested for order on 9/18/24 for the following reason: The item is in the mail stream."

This is incorrect. The label was never used. I opened a Case ID 16498655321 and was told to file a Safe T Claim. I tried to do that but it says:

"This order is not eligible for SAFE-T claim. Only Seller Fulfilled Prime orders, MFN Prepaid Return Label orders, Easy Ship orders and VAS orders, are eligible for SAFE-T claims. Please refer to Amazon SAFE-T Claim Policy for more details"

What am I to do? I cannot see the original tracking number (that was not used), only the one that was used to ship the order. Mods? Any help?
