Amazon FBM policy clearly states in the case of a Buyer choosing the refund reason "Order not received", that the seller will be reimbursed if the following conditions are met: 1) Amazon directly refunded the customer, and the customer's refund reason was "Order Not Received", 2) Amazon Buy Shipping was used in purchasing the shipping label, 3) the order was shipped on time, based on the carrier's first scan. I currently have 2 SAFE-T claim cases which meet the above criteria, yet I have already been denied twice for reimbursement. I have the SAFE-T claim id's and am hoping a moderator can weigh in on this or help fix this situation. The claim numbers are:

Sadly, this is incomplete. The package must be IN THE HANDS of the carrier by the "ship by" date. Scan sheets do not count. The first "scan" showing when you print the label, does not count. It must arrive at the carrier, on time
Amazon has way more conditions than that you had to follow... automatic handling time enabled and on time delivery etc etc it's becoming ridiculously impossible to not have your merchandise stolen by Amazon buyers with Amazon's help.
Also I am finding that Bots automatically reject many safe t claims without even reviewing them. The culture of theft that they have created here is overwhelming for them (and us).
We quit filing them bc they were always rejected. So we stopped using Buy Shipping for orders other than next and second day. Now that next and second day is no longer ODTR protected, we stopped using Buy Shipping altogether. You should go check your adjustments if you have been using UPS, youll probably be surprised at what you find.
Suggest you reach out to the Inspct General and complain about "order not received". I want the USPS to issue picture taking at delivery images equipment like FedEx, Amazon. At the very least they need to offer up GeoScan data and fight with DeJoy about allowing that as 'proof' of delivery - like EBay does.
With NO ability to have any proof of delivery (ie an image) there is NO Way to win from a cheater/scammer

Both of the customers reported not receiving the products; however, since the items are non-returnable, this makes them ineligible for SAFE-T claim reimbursements as outlined in our policy: Customer Service by Amazon refund reimbursement policy.
I understand this is not the outcome you expected, but we are unable to further influence this decision.

resubmit the claim again , i have reworded and resubmitted the same claim up to 5 times before they do the right thing and approve it , do not quit on it , do not give amazon a pass on doing what is right and following their own rules. , I often start the Safe-T claim with the words , " buyer miss used amazon return policy "
You should be very careful filing safe-t claims, after successfully filing a safe-t claim for an item refunded without being returned. Amazon inundated my account with product violation on items that been inactive for years and or where not even covered by the violation and forcing me to dispute each of the 30+ violations, requesting documents for items which are not categorially covered by the violations themselves and therefore these documents are non existent. I am down to getting all but 4 of the violations appealed, but they are still refusing to appeal clearly inaccurate violations of 4 just enough to keep my account inactive.
