I shipped my inventory to 10 locations within one shipment plan in order to get rid of inbound placement fees. Some of the shipments was delayed due to force majeure on the ocean, and some Amazon warehouses canceled and delayed our scheduled shipment appointments. All my shipment arrived and checked-in eventually, but Amazon told me I abandoned some shipments, and this causes both charging inbound placement fees and defect fees. Then Amazon is rediculously charging me $388 inbound placement fees and defect fees $17 at the same time!! This is insane. You should be aware that Amazon is charging more and more fees than you think secretly. This is not my fault because of your Amazon warehouse full stock issue and force majeure.
Anyone knows how to dispute the problem? The customer service is not helping at all.

The fee preview shown at workflow level is just an estimate. However, the actual fee is charged 45 days after your shipment is received, based on the inbound location and the quantities received.
You can also use the FBA inbound placement service fee downloadable report. This report will show the inbound placement service fee charges on shipping plan, shipment, and SKU levels, and will help you identify if your shipping plan was compliant.
To navigate to your report, follow these steps:
From the "Reports" drop-down menu, select "Fulfillment."
Under "Payments" to the left of the page, click "FBA inbound placement service fees."

Also, the rate given at charge preview time was part of the 5 of shipments within shipping plan. However, at charge time, since 2 of shipments NON complaint) were defective/abandoned, they were upgraded to the Partial shipment split rate. Please refer to fulfillment report in seller's account. This report will show the inbound placement service fee charges on shipping plan, shipment, and SKU levels, and will help you identify if your shipping plan was compliant.

To avoid generating abandoned shipment defects, you must create and send all shipments in the plan. Any shipment you ignore, delete, or abandon will generate abandoned shipment defects, which are subject to inbound defect fees. If you use a third-party tool to create shipments, contact your provider as they may be abandoning shipments on your behalf.
When you generate abandoned shipment defects, the FBA inbound placement service fee will be recalculated based on the number of shipments you sent, and on the locations where they were received. If you generated an Amazon-optimized shipping plan but only complete one shipment, you will be charged the Minimal shipment splits rate. Any shipments you abandoned are subject to an inbound defect fee.
