I am writing to seek assistance regarding a notification stating, "Your account does not qualify," which I encountered while i faced this issue "attempting to list a new product in the pet category".

My name is CR and wanted to hop in here. We want customers to be able to shop with confidence on Amazon. For certain products, brands, categories, and sub-categories, we require you to obtain approval before listing products. The approval process may include document requests, performance checks, and other qualifications.

we have the same error, it took us 6 years to get all those brands approved but even for our brand/general stuff it gives us the same error
