Amazon sometimes directs sellers to contact UPS, which can be frustrating because UPS will likely tell you that only the account holder (Amazon) can file a claim.
I got the same thing the other day. I went on the website and filed the claim as the recipient, since that's what we are at that point. If it gets refunded, I believe your course of action is a SAFE-T claim to get paid back, I could be wrong here though.
