Negative Review Due to Customer Not Ordering Extra Item
I received a negative review from a customer claiming they did not receive a hat that was supposed to be included with their order. However, after checking their order details, it is clear that they did not pay for the hat—it was an optional add-on, which they chose not to purchase.
• Can Amazon remove a review if the complaint is based on a misunderstanding by the customer?
• Has anyone successfully disputed a review in a similar situation?

If it's in feedback, dispute it. I've had success with that especially if it's an FBA item. If it's a review, it's difficult.

Because Amazon has decided to put so much emphasis on customer feedback, customers are now using it as a method of extortion...with Amazon's blessing. Customer will probably demand you send the hat they didn't order...plus other stuff. Then they will remove the feedback.

Amazon unfortunately doesn't care. Customers are dumb and amazon enables them.

Wouldn't you be upset if you thought you are buying with that extra item?
At the end of the day your listing was not clear enough to show that the hat is not included. Change the wording. Ensure that main picture does not have the hat.
you cannot avoid dumb people , but you can try to protect yourself from them.
