Seller Return Nightmare

So I had a customer return a $300 item and my return address was a PO box. It looks like the UPS package was denied by USPS and sent back to the ship from address on the package which was Hebron, KY (amazon return center) and that's where the tracking ends. UPS tells me deal with the shipper and Amazon tells me to deal with UPS. I have had several exchanges with Amazon and they mentioned filing an Amazon claim. That e-mail said that the customer would have to be refunded first so that's what I did. Now I have no return package, have refunded the customer and my SAFE-T-Claim says it's not eligible (maybe because I did the refund and not Amazon?). What a mess. Any suggestions. $300 is a lot
