Account deactivated due to inactivity, but I have no option to change or submit ID documents

Account deactivated due to inactivity, but I have no option to change or submit ID documents

I have an issue with my Canadian amazon account. it says "Your account has been deactivated due to inactivity. In order to reactivate your account, we need to re-verify your identity. You will need the following documents to complete the re-verification." However, when I click on the button to submit the documents, it does not give me the option to change the old documents I had submitted and it says "Unable to verify account information". I have emailed amazon several times and I receive the same automated response saying that I need to provide documents. How can I update my information if the system does not give that option? Please help!
