I have a question regarding the VTR Exemption. I am shipping FBM an envelope that is 3oz. I plan on shipping this via USPS stamps or first-class mail, and it will NOT have tracking. I sell this product for $9.99 with free shipping. Just to confirm, this is 100% within policy and I will not get penalized for doing this? Also, how does payouts work for this? Since Amazon cannot track delivery, how long until I am paid for the order?

We buy USPS SH labels on Amazon. Occasionally we make a mistake and need to request a refund for a USPS SH label purchased on Amazon. We are clear on how to do that on Amazon - but, where can we review and track these requests and their outcomes?

VTR policy states that certain shipments don't need tracking.

What if I have not 1 product at $9.95 but 2? Free shipping. So the order is for $19.90 and buyer is paying $0 for shipping.

Both weigh nothing and can go in a First Class envelope.

Can that still be shipped by First Class Mail with no tracking without affecting VTR?

(Please don't respond that you would never ship a $20 order without tracking. I just want to know if the above scenario affects VTR.)
