Shipping services purchased through Amazon adjustment. Are these charges are from original shipping fee or customers return? Also is there reasons for? weight or dimension?

According to the carrier shipping correction charges help page (link), these adjustments can happen for both original shipments and returns when there's a difference between the package measurements.
Each carrier calculates these charges differently. Under the "How correction charges are calculated?" section, it explains that USPS uses actual weight, while UPS uses what they call "billable weight" (whichever is greater between actual weight and dimensional weight).

Im not able to tell if they are chaged for customer return or out going packages. I don't think it says anywhere
