What is the proper way to create a branded listing if the brand owner is not willing to create it and is unwilling to give you the permission to do so on Amazon? The brand owner is willing to sell you the item and give you permission to sell it on Amazon but is not willing to help you with creating the listing on Amazon. Weird, I know.

Not at all weird. Quite normal.
In fact it would be normal for a brand owner to look with suspicion on anyone who wants them to create a listing.
You must be an Amazon seller to create a detail page.
If the brand owner was willing to jump through all the necessary hoops for account creation and then detail page creation, they would have no need of other sellers. Or any reason to desire them.
