We have a new product that turned out to be successful. A lot of sellers are buying multiple units per order.
We would like to create a bundle of three as a variation.
When editing the listing, under the variations tab it says: Variations are not available for this category.
Does anyone know if this could be changed?

If that is what the system is telling you then there is nothing you can do about it in regards to variations.
You could create another listing for a (Pack of 3) or even a promotion for buyer that order more than 2.
But if the (Pack of 3) listing will be separate as the category doesn't allow variations.
You are actually mentioning 3 different areas within this post.
1. Variations, which are based on a common Theme (Size, Color, etc.)
2. Bundles, which are several different items sold as 1 unit
3. Mulit-packs, which are multiple units of the same item.
Multi-packs are often incorrectly used with the "Size" Theme, and I have seen more than a few sellers suspended over it (although it still is a bit rare and Amazon often lets it slide)
The only correct use of Multi-packs falls when there is a "Package Quantity" Theme available.
As to the:
I've explained this in the past, but this is a stop gap for Selling Individually accounts, because they have no access to upload Templates.
IF ... after you download a PT (Product Template) and it is not in there, then it is not allowed (**See note below).
However, I'll just about put money on the ability to create Variation Relationships through the PT. Maybe not the one you want though.
The whole other issue is if you aren't the manufacturer, then you can't create Multi-packs
**NOTE: Well unless it's in the XSD's and you can do XML uploads through access to the MWS or SP API's.

If this product falls under "Kitchen", you can set up the relationship. If not then I'd have the seller go with the Promotion.
