Update to percentage-off promotions without claim codes
Starting September 2, 2025, percentage-off promotions without claim codes will require a minimum buyer purchase quantity of two units instead of one.
This change helps ensure that each promotion type is unique, to make it easier for customers to understand their options and for you to choose the right promotional tool for your business goals.
You’ll still be able to offer single-unit percentage-off promotions if you use a claim code. When you run a promotion with a claim code, you’ll have the opportunity to extend offers to customers through social media or email.
If you’re a professional seller, you can also use coupons to offer single-unit discounts without a claim code, though coupon fees apply.

I think this is a way for Amazon to charge more fees. To get a promo for one item the merchant will have to use coupons which cost a lot!

What is the difference from just setting up the price discount based on % in the listing page.
Is there a negative effect on reference point ?
Is reference point effected by offering a % off during the month with a code or only effected when changed in the detail page?
