I am having the same issue. Trying to issue refunds but cannot access orders.
We are having the same issue today as well as all day yesterday. Have you made the dreaded call to Amazon to see what the problem is?
Yes! I have 2 different works stations and both are blank on the manage returns screen!! Was on for over 1.5 hours with 3 different techs and still no resolution!

We have to clear browser history, CTRL + F5 a million times and keep trying over and over again. Using Chrome for the browser, it works eventually but this is pain...

Issue is occurring for us as well (North East USA). Interestingly if I VPN into a machine in Colorado, i'm not seeing the issue. Is there a chance it's a regional issue?
