What is "Local Express Shipping" and what are the requirements?

I was shopping on Amazon and for one of the items in my cart I’ve noticed “Local Express Shipping” that promised pretty much one day shipping for $59 (it’s a small 5"x8" item). I was curious and looked at my shipping template, but could not find anything of this nature - just standard, expedited, one day, two days, etc… Can you actually “rename” shipping options in Amazon templates? Are there any special requirements to ship “Local Express” such as using Fedex or UPS with signature for example? Otherwise I understand they’ve just selected certain nearby regions where this options shows up to customers.

One day = local express shipping.
You are in a metropolitan area that the seller may also be within proximity to that offers you that option.

Forgot to add:
You can do all of the shipping services you mentioned. Even sigcon.
And no. You cannot edit any wording you like for shipping options.
Only what is preset by Amazon.
