can not access my seller central account

I can use my email and password to access Amazon (mostly it's buyer account). But I can not access my seller central account, neither can not access the caselog .

I tried to open multi cases , but failed to get a real hlep from Amazon seller support team.

Case ID 15712030561 said my Seller Identity Verification (SIV) process is incomplete. but I can not access seller central account to upload the request docs, neither get any advise from Amazon for "Your Amazon Seller Central account registration information needs correction.".

Case ID 15733189011 said : "I was unable to relate a selling account for the email address from which you sent your message" and ask me to change login email address, but the question is I even can not login in my seller central account, it's not available for me to change my login email.

I am here to see if any one who has simiar question and try to see if I can find some real help from Amazon team.
