You can sell both sellercentral and vendor central. But I wouldn’t advise it. You’d be trying to sell against Amazon. And they play by different rules. You most likely will never get the buy box, which means very reduced sales.

Yes you can sell on both. However, you cannot sell the same items on both.
And no there is no direct support rep unless you pay big money or are big money (e.g. Apple).
What we do is launch new products on Seller Central. That way we can control the launch date as well as pricing (you have no control of price on Vendor). We may then transfer to Vendor at a later date depending on certain criteria.

Is it against Amazon’s most current policies to sell the same item via vendor central and seller central? It may be a silly idea, but is it actually prohibited?
