How Amazon transfers payments
When your seller account is settled and you have a positive balance, Amazon sends the money to your bank account using an Automated Clearing House (ACH) or electronic funds transfer. It can take up to five business days for the money to appear in your bank account after Amazon initiates a payment.
Your bank statement might show that Amazon’s payments come from more than one source. Amazon Payments, Inc. makes the payments for transactions in which buyers agree to pay on or before the shipment of goods or completion of services. Amazon Services LLC makes the payments for transactions in which buyers agree to pay after the shipment of goods or completion of services.
Before we can pay you, you must provide a valid Bank account as the Deposit Method in your seller account settings. We cannot make payments to a credit card or online payment system, such as PayPal.
Amazon has removed mention of Payoneer but does mention Hyperwallet.

A valid credit card is issued by a bank. It has international regulations to protect buyers and sellers. It is not integrated into any personal bank account; it is a stand-alone account. You must have one when applying to sell on Amazon. Why? Because Amazon knows the credit card issuer will do a credit background check on your creditworthiness before one is issued. If you fail to meet the standards, one will not be issued.
A Debt Card is either associated with your personal Checking/Savings account, or are issued by a money broker like Payoneer. These cards, while having a VISA or Master Card logo, only use those companies’ routing system for transactions. Anybody can get one and they are not regulated anywhere.
You are using debit cards and have already shown Amazon you can’t follow instructions right from the start, and that’s not a good thing.

I did nothing wrong my home address my accounts are completely mine and true my account has not been suspended so far because I have not taken any wrong action my question is will the balance canceled by payoneer be reflected in my amazon balance again?

Your money will be disbursed during the next disbursement period, assuming that payoneer did not acknowledge the ACH transfer.
