My product listing were deactivated for two of my ASINs and Amazon said it was requiring various compliance documentation. I have submitted my documents, including the requested testing report, but Amazon is saying that they require ASTM F963-17. This is an outdated requirement and has been replaced with ASTM F963-23, which my product passed. I have have submitted an appeal and provided several credible publications that reports ASTM F963-17 was in fact replaced with ASTM F963-17, but it was rejected. Has anyone had luck working with Amazon to get this approved? It seems silly to require ASTM F963-17 since ASTM F963-23 is now the gold standard and far more stringent.

Below is a section of the bylaws of Reese's Law that highlight the exemption of needing UL4200A testing.

According to Section 1263.1(C): Final rule § 1263.1(c) describes the exemption in Reese's Law for toy products that meet ASTM F963, as incorporated into 16 CFR part 1250. UL 4200A–2023 excludes the same products from its scope.

ASTM F963 Approved products are supposed to be exempt from UL4200A Testing.

Reese's Law is intended to put more safety in products that are not meant for children that include button cell batteries. ASTM F963 standards are harder to pass than UL4200A and is the reason they are exempt.

My whole catalogue is being affected and we need help ASAP. Is there anything we can do?

We are a manufacturer/brand owner. As such we switched all testing to ASTM F963-23, per CSPC guidelines. This test REPLACES ASTM F963-17, which should no longer be valid.

However we are having some issues launching new products, with Compliance demanding test ASTM F963-17.

Has anyone experienced anything similar? Any insights? If someone from Amazon is monitoring we have filed multiple cases, including with SAS Core, but still have no idea why our tests are being rejected.
