Read onlyHi, I opened my seller account 1 month ago, I didn't make any sales yet. My credit card already registered in Amazon seller account.
I receive invoice from Amazon stating "Selling on Amazon Fee". Anticipating that it is monthly professional plan subscription fee. My credit card isn't have balance at the moment. My question, where in Amazon seller page, I can go and make payment manually?

It sounds like it is not a credit card if you have a balance.
A debit card has a balance.
Make sure that you have the space on your credit card to pay for the fee. It will periodically attempt to charge your card.

Manual charging for the professional plan isn't available right now. The default card you have on file will be charged for the plan every month.
At this time I do not have a workaround for you.

Go into your account settings and downgrade to the Individual Account until you are ready to begin selling. This will stop the fee until you figure things out here.
