If you reach a screen that demands invoices (etc), -- give up.
Are you able to list some books?
Care to share one or two ASINs / ISBNs ?
"Apply To Sell" & "Refurbished" usually means your listing a text book or some unique title of a small publisher who wants to keep a Proprietary interest in that book...
I'd just set the book aside & Don't Bother with it.

Michelle at Amazon here. Do you have a Seller Support case that I can look at? If you don't have a case, please start here and let me know if you need help after they investigate. Ensure when you create a case that you provide all the information they need to investigate, including the product information, title, UPC, brand, SKU etc, link to the manufacturers website and screenshots of the error that you are seeing. This will help expedite the investigation as they won't have to go back and ask you for this information. Once they have completed their investigation, if you still need help, please provide me with the case ID so I can take a look.

Some publishers just won't let sellers list their books - period. Others require a seller to have a certain amount of experience (time/volume selling), but we never know what those rules are. I've had books that I wasn't able to list because of similar messages, but after a few months, I've come back and have been able to list them. Some just never let you list - ever.
As Cabin Fever explained, textbook publishers have really cracked down over the years and will not allow experienced sellers to even list used books. There have been so many issues with editions over the years, they have really pushed non-approved sellers out the door. Even some books that may not be considered textbooks, but possibly 'supplemental required readings,' have also fallen into this category.
Don't ask Customer Service. They are there to support the customers. Try Seller Support, since you are a seller. I have opened cases with Seller Support but have gotten no where fast. No offense to them, but I don't think they understand the rules of the publishers. Book sellers have really been pushed to the back burner since we have primarily taken care of ourselves over the years. But hey, you got nothing to loose. Give it a try.
